Over the last
decade, the role of
technology in the
Singapore legal
landscape has
evolved beyond the
traditional ambit of
computer hardware,
PDA’s and faxes,
into a more
pervasive influence
on Singapore legal
practice.
Advances in
technology and
mindsets have
heralded a holistic
change to the way
information is
accessed, delivered
and communicated.
For example, the
traditional method
of legal research –
reference to
traditional hardcopy
texts – has been
overtaken in favour
of the ability to
search over
real-time updated
electronic content.
Access to
information and
services on the go
at all times of the
day is now
commonplace and
sometimes even
necessary to remain
competitive in the
market. More
wide-ranging
systemic initiatives
have also altered
the method and
workflow between the
lawyer and legal
institutions. The
judiciary-driven
electronic filing
system and e-filing
at the Accounting
and Corporate
Regulatory Authority
point to the
increasingly
technology-intensive
demands of
Singapore’s legal
practice.
In recognition of
the importance of
the role of
technology, the
primary roles of the
Legal Technology
Cluster are to
improve the
efficiency of legal
practice through the
use of technology
and to keep current
with advances in
information
technology and
infrastructure
relevant to the
legal industry. In
accordance with
these goals, there
are two key
initiatives that the
Legal Technology
Cluster undertakes.
These are:
- Development
and maintenance
of
LawNet.
LawNet is a
subscription-based
service that
provides to its
users a legal
research and
information
tool. Its legal
databases
include
Singapore
case-law,
Singapore
legislation,
Singapore
Parliamentary
reports,
treaties and
secondary
reference
materials such
as journals,
textbooks and
legal
commentaries
from leading
legal
institutions. In
addition to
Singapore case
law,
LawNet
provides access
to case-law from
England and
Wales, Malaysia,
India and
Australia, at
affordable
prices.
- Promotion of
the development
and usage of
electronic
litigation
systems and
related
applications
Launched in
2001, the
Electronic
Litigation
System was the
world's first
comprehensive
and integrated
system, creating
a virtually
paperless
environment for
the entire
litigation and
judicial
process. The
E-Filing System
allows the legal
profession to
file court
documents and
obtain
litigation
information from
the comfort of
the lawyers'
offices.
