The Singapore Academy of Law (SAL) is the promotion and development agency for Singapore’s legal community.  We work with our stakeholders to set new precedents of excellence in Singapore law through developing thought leadership, world class infrastructure and legal solutions. Our mandates are to build up the intellectual capital of the legal profession by enhancing legal knowledge, raise the international profile of Singapore law, promote Singapore as a centre for dispute resolution, and improve the standards and efficiency of legal practice through continuing professional development and the use of technology. We do this by Creating Knowledge, Catalysing Ideas, Building Capability and Connecting Community. 

As a body established by statute, SAL also undertakes statutory functions such as stakeholding services, appointment of Senior Counsel, Commissioners for Oaths and Notaries Public, legalization & authentication of private and public documents, and administration of the Wills Registry.

SAL presently has three subsidiaries – the Singapore Mediation Centre, the Asian Business Law Institute and SAL Ventures Ltd.

Background

The legal industry is in the midst of a period of transition which is making the practice of law more challenging and uncertain for SAL's members. The work of SAL, as the promotion and development agency for Singapore's legal community, is also subject to this disruption.

While there are challenges, there are also opportunities. SAL and the new Chief Executive will play a leading role in capitalising on these opportunities.

SAL has embarked on a major organisational transformation programme that will position it to partner the Senate in developing Singapore’s strategy to lead the legal community in meeting the challenges of internationalisation, professionalisation and technology transformation.  For details, read Chief Justice’s speech (( https://www.sal.org.sg/Newsroom/Speeches/Speech-Details/id/738) which was delivered at the SAL Annual Lecture on 11 October 2018.  The Chief Executive will have full responsibility for this transformation work.

The Chief Executive reports to the Senate of the SAL, and works with a high-powered Executive Board, comprising the most senior members of the legal profession, to oversee a senior team of C-suite executives from a variety of professional backgrounds.

Job Description:

Key Responsibilities:

  • In the Near Term (up to 3 years)
  1. Provide leadership for SAL’s organisational transformation:
  • To enhance and stabilise the organisation’s culture
    • To bring about the necessary mindset and behavioural changes of staff whilst preserving and enhancing the collegiate and caring culture of SAL and the bonds of trust between management and staff painstakingly built over the past 30 years
  • To develop SAL’s human capital development strategy
    • To develop career progression and skills upgrading pathways for new and existing staff and to ensure right fit for future roles in the transformed SAL
    • To define and develop SAL’s Talent Management Strategy to ensure recruitment and retention of key leaders to move SAL and its subsidiaries forward
  • To reposition SAL within Singapore’s legal sector to ensure organisational relevance
    • To identify and pursue new revenue streams aligned with SAL’s strategic objectives to achieve sustainable impact; and
    • To guide formulation of new value propositions vis-à-vis SAL’s stakeholders in the furtherance of SAL’s vision and mission.
  1. Ensure Continuity of Top Management
  • Manage any transitions within SAL’s top management to ensure continuity and minimize disruptions.
  1. Support Top Management in sustaining existing businesses
  • Empower and support top management to ensure that there are adequate resources for SAL’s existing businesses to fuel the transformation effort.
     
  • In the Longer Term (beyond 3 years)
  1.  Build new and strengthen existing relationships with stakeholders
  • Plan, build and maintain SAL's strategic connections with external stakeholders and institutions;
  • Build collective leadership between Senate, Board, Committee and SAL Top Management, in pursuit of SAL Vision and Mission; and
  • Lead SAL Top Management’s partnership with the Executive Board to co-create strategic initiatives to deliver impact for the Singapore's Legal Industry.
  1. Ensure SAL’s continued relevance and competitiveness
  • Trend spotting and analysis to formulate strategies to stay ahead of competition and changes in the industry;
  • Provide top executive leadership in shaping and charting SAL as the promotion and development agency for Singapore’s legal community, with the vision of making Singapore the legal hub of Asia; and
  • Set overall direction for SAL and guide decision-making for long-term, regional impact
  1. Coach SAL’s Top Management to build a robust, resilient and cohesive leadership team.
     
  2. Be responsible for the financial sustainability of SAL (as a self-funding agency) and its subsidiaries.
Requirements:

Key Attributes:

  • A bold and innovative thinker and communicator who is comfortable with taking calculated risks and who can communicate SAL’s value proposition to the industry.
  • Ability to defend SAL and collaborate with key partners and stakeholders in the legal industry.
  • Possesses diplomacy and strong communication skills.
  • Possesses qualities of a “coach” (goal-setter who clarifies SAL’s vision) and a “mentor” (optimistic, candid and transparent developer of SAL’s talent).
  • Ability to lead and provide space for leadership team to lead and build SAL together.
  • A judicious decision-maker who will be a prudent steward of SAL’s limited resources with financial acumen.
  • Preferably has a sense of the legal industry, what the pulse of the industry is and where the industry is going.
