Lim Hui Min

 

 

Ms Lim Hui Min
Director, Legal Aid Bureau, Ministry of Law 

Ms Lim Hui Min started work in a private law firm, as a civil litigator. She subsequently joined the Legal Service where she did stints in the Civil Registry of the then Subordinate Courts of Singapore and the Family and Juvenile Court. At the Family and Juvenile Court she handled numerous divorce, guardianship, adoption and other family-related cases as a Magistrate and subsequently a District Judge, as well as cases involving youth crime and child protection in the Juvenile Court.

She has also worked in the then Ministry of Community Development Youth and Sports (now Ministry of Social and Family Development), designing programmes to deliver social and work assistance to the less-privileged, and later, as the head of their legal department. She is currently the Director of the Legal Aid Bureau, which helps the less privileged get access to justice for civil matters. The Bureau has launched a number of significant legal technology initiatives under Ms Lim’s leadership.

Ms Lim has also authored and edited numerous publications on legal aid, civil and family procedure and family law. This includes a book on the youth justice system in Singapore entitled "Juvenile Justice – where rehabilitation takes centre stage, now updated in 2023 as “Juvenile Justice – Rehabilitation, Reintegration, Restoration.”

District Judge & Assistant Registrar Eugene Tay
Family Justice Courts

Eugene is a District Judge and Assistant Registrar of the Family Justice Courts (FJC). He currently holds the appointment of Resident Youth Court Judge. Before joining the FJC, he was a lawyer in private practice.

In his role as Resident Youth Court Judge, Eugene presides over Youth Court cases including youth offender cases, cases involving youths in need of guidance and cases involving protection of children, and is responsible for the daily operations and administration of the Youth Court. He also conducts briefing and engagement programmes on Youth Court matters for external parties as well as various internships.

Eugene is currently the Chairman of the Juvenile Probation Case Committee, and is also a member of the Probation Committee, the Review Board (Children and Young Persons Homes) and the National Committee on Prevention, Rehabilitation and Recidivism.

As District Judge and Assistant Registrar of the FJC, Eugene hears contested divorce and ancillary matters as well as other family-related cases such as applications for maintenance and personal protection orders as well as cases involving children’s issues.

Eugene is also currently serving as Subordinate Military Court President on a volunteer basis, where he presides over court martial cases under the Singapore Armed Forces Act. 

Carmelia Nathan

 

Ms Carmelia Nathen
Chief Probation Officer and Director
Probation and Community Rehabilitation Service, Ministry of Social and Family Developmen

 
Ms Carmelia Nathen is the Chief Probation Officer and Director of the Probation and Community Rehabilitation Service in the Ministry of Social and Family Development. Her involvement with statutory services spans over 25 years, covering probation, child protection and welfare work.

As the former Director of Child Protective Service, she supported a fundamental review of the child protection system and helped shape key policies. This led to the development of specialised community-based services to support families early and a national framework for the detection, reporting and intervention of child protection concerns. In her capacity as the Chief Probation Officer since 2019, she continues to draw on her experiences to advance policies and practices in the offender rehabilitation landscape.
